I have to agree with Rami in that having access to learning English and having a common alphabet with the language is a great advantage and a 'privilege '. I find the word privilege a bit odd for the subject, Oxford dictionary uses the words 'right ' and 'inmunity ' ...

That probably is related to taxes. In most european countries you have to pay around a 20 of VAT and I believe that's why in Europe it's that 40 instead of the 30 . I may be wrong and would be happy to be corrected.
