Torque Game Builder looks better, but I never tried it, you don't need Torque Game Engine with it. Game Maker is very slow, new version should have better performances but the older ones were just too slow to do hi-res games. Still it could be enough for a tactical rpg. ...

you should check Bari Arm Android Assault, another shooter for Mega CD. It's probably the best looking shoot 'em up on the console It has an underwater level like the one in Gaiares too .
