Tutorial Levels are they needed?

Okay just finished the mobile game Knights Crusade.

Now there are people out there who for whatever reason simply didnt get it, they didnt understand that you had to spawn units in the game at the top left. We even added a big ugly blue text that tells you what to do

Here is some guy playing the game who simply doesnt get it, and that might make sense if they cant read english but I also had similar comments in the US and UK store. So the question is are we forced to make all players sit through a tutorial because there a small but vocal portion of the population that simply wont get it
