You don 't pass cert if your PSVR game isn 't running 60fps. That 's hard, hard-mandated on PS4. You must hit 60fps for reprojection to kick-in and feed the display its 120Hz. Plus, of course, the VR motion sickness element. Sony 's made the 60fps target obligatory for comfort, ...
