I think it'd be smart to make Guitar Hero would be best done by letting player purchase additonal songs for their games, instead of purchase completely new software, each year. Purchasing more songs would involve microtransactions.
Maybe the phones should have a limited allowance for purchases that only becomes available when an adult transfers money for that purpose. When the allowance runs out, no more microtransactions would be able to be made on the device until the adult provides more money.
I don't find this convincing. The test only assessed people's confidence at driving, but not their actual skill. A true measurement would include number of accidents per year that gamers non-gamers have on their records.
