Newsbrief: Electronic Arts and Maxis are considering opening up its latest SimCity game to allow for user-generated content and modding, offering drafted guidelines on the topic.

It's currently not possible to modify this year's SimCity release, due in part to its always-online constraints. This is rather different to previous SimCity, which have reveled in user-generated content and mods.

Now developer Maxis has laid out initial plans for potential modding for SimCity, albeit with caveats. In a forum post, developer MaxisKane explained that the company is interested in adding mod tools to the game, as long as they do not jeopardize the integrity of the game.

A bit overdue but I'm sure the moders at Simtropolis are happy campers right now. They already made some basic modding tools I believe with the ability to change texutures. No new models.

So because of the always online requirement, it looks like you can't mod behavior changes. It's so locked down that you can only change textures and models or risk a ban. In fact, that's the one thing they suggest you do.
