I just released version eight of Elements of War: 1337 Board! A hotkeys menu for more games than I can name! Can your game use it? If you look at all video games, they're made of graphics, sounds, input, and gameplay. If your game isn't based off of the Quake engines, you still probably have some type of file for your game's input. Config.cfg is a standard in the PC FPS'er world, used in Quake, Half-Life, Call of Duty, and countless others.

The goal of 1337 Board is to allow players the greatest freedom in their input. The second goal was to get developers and engines on the same page. To stop renaming console commands for each game released. And to hopefully get console makers to allow more customization. It's unlikely all developers will convert to the Config.cfg system of Quake, but if you do, here's what I have to offer you:
